Washing the car by hand - how to remove bug and tar messes?

I have just handwashed the car to find that the front is covered in sticky dead bugs and tiny tar spots.
They just don't come off and I don't want to scratch the car.

Can anyone recommend a product or handy hint to help me get the buggy bugger clean?
