I have a miele cat and dog and highly recommend it.
Ours is one of the pre-eu versions so super powerful.

We have a Miele, had it for 16 years in a large household with both cats and dogs (and kids and open fires and never ending building work). Would expect to get a good few more years out of it.

Another vote for Sebo. Ours is over 20 years old now and still works perfectly. Picks up all the pet hair easily.
I wouldn't worry about the new regulation, the wattage only tells you how much electricity it's using, not how much suction it has which is why the new laws were put in place

I have a Shark (the one that you can lift off) and it is amazing. (Shark Rotator Powered Lift-Away Upright Vacuum Cleaner NV680UKK*)

We've had dyson's before but can't believe what this vacuum picks up.
