Question 5-7 does it make sense to anyone else?

Yes, the numbers are made of a 'tens' place, and a 'unit/ones' place. So 19 is one ten and 9 ones. 92, 9 tens and 2 ones.

I think it's talking about units/ones, tens, hundreds, etc.

So 19 is 1 ten and 9 ones. 92 is 9 tens and 2 ones. 27 is 2 tens and 7 ones.

1234 would be 1 thousand, 2 hundreds, 3 tens and 4 ones.
