Cheap tiles that look like wood in flat?

Council tenant. Low income

Have people below. Despite thick underlay etc putting laminate down wasn't a great idea. (Several years ago)

Have since had a flood and tbh I'm fairly sure it's damp and rotting and it needs replacing

I was thinking perhaps tiles that look like wood would be a better idea? They wouldn't move the way laminate does?? (Shrinks/expands) and I could mop floors without having to be too careful?

Firstly will this make it less noisy for people below?

And secondly anyone have any suggestions for cheap ones?

I'd be re-doing my whole small 2 bed flat so I need long lasting, cheap and quietest options.

Intensely dislike carpet and vinyl so that's out

Wood effect tiles look great, they are reasonably priced and you can lay them on a damp proof membrane.
Get the ones that look like floor boards.

A family member has them.
She has a few cheap rugs down, but never, never wears shoes indoors. Always slippers with soft soles.

Yeah we have rugs and shoeless but I'm still told it's noisy and feel quite bad - I don't want to make it worse but hoping since they don't move it might be better?
