Tiles?

Looking at revamping the toilet/wc in new house and it currently has very badly fitted tiles. Do people usually have tiles in the wc or just painted walls with it being so small? It currently feels quite cold in there as tiles go about 3/4 way up wall all the way around.

Mine is painted and only has tiles over the vanity unit behind the sink. Wallpaper on one wall.
