Get him a bike or a scooter to zoom around on.

the park [take paper]
our soft play has free wireless internet so it is more bearable these days
took ds [3.10] to an indoor climbing place the other week - was expensive but totally brilliant, we both loved it
a wii-fit?

swimming, defo.
liven walks up with things liek bug hunts, pond fishing with nets, and making bows and arrows in the woods.
any parks with big paddling pools nearby? Adventure playgrounds?
