If you are using Outlook express you can go to the Tools Menu - Message Rules. You can simply add their email address to the Blocked Senders List and they won't know they are blocked.

(If you want them to know they are blocked you can go to make a new rule Tools Menu - Message Rules - Mail and make a new rule. That's a bit more fiddly, but you can make an autoreply if you want)

I don't use Outlook, but it will be very similar.

In Hotmail there is an options menu on the top right. Click 'More Options' then 'Safe and Blocked Senders'

You cannot block people from sending to you, but you can manage their email when it gets to you by doing what onagar has said - basically by treating her email address as spam.

I couldn't figure this out myself on OE, all it did was send them to spam, so in the end I changed email address.
