new iPad taking ages to load apps

Hi all !
Have bought a new iPad and set it up yesterday - it's cloning my phone apps via the cloud - it's 22 hours later and it's still not loaded everything ... Is this normal ( Dorset internet is crap we give about 1.9mb speed ).
Is there a quicker way ? Or am I just going to have to wait !?
