Buying a domain name / setting up a website

I was just wondering if anyone had experience of buying a domain name and setting up a website and how did they go about it?

I have a weebly which I think I could link to a domain if I bought a domain name but do people pay yearly to keep their name? Also, there seems to be lots of 'suppliers' out there, how do I know who's legit or not?!

Sorry for all the Qs!

We use these
www.lcn.com/
Its in the UK, you can call and speak to a person, cheap reliable, and best of all they give you Serif software to build the site for free

Legit suppliers include www.virtualnames.co.uk, whom I have used for email for many years and www.123-reg.co.uk who seem to get a lot of recommendations.

I use GoDaddy for Weebly. There's a tutorial on Weebly showing you how to do it.
