Need to give a bit more info... hope these cover some of the possible situations but how they use their mobile or whether it is nuisance calls and to which number (your landline, your mobile) and who provides your phone service could help with fine detail on what your options are...

Some mobile networks offer a customer inclusion in directories, others don't.

If you are getting 'nuisance calls' and you have a BT line, then there is a facility for the number to be logged at the exchange for action (eg a warning from the Police) but you don't personally get to know the number.

Additionally, BT offers 'choose to refuse' where even a 'withheld' number can be blocked. Unfortunately it is sometimes easy to change number cheaply/ free on some mobile networks.

For example, if someone has an Asda SIM card, then when paying for a 5 pound top-up voucher one can get a new SIM pack and thus a new number for free... or just pay 49p (I think) and change number that way (but new SIM has little/no credit).
