What is this hairy interloper?

Hoping somebody can help me identify this plant that is taking over my herb bed. It's about 60cm tall and has a thick green stem and is hairy/downy all over. No flowers yet. Do I rip it out with extreme prejudice or replant it to somewhere it's not fighting with oregano and thyme.

From your description I thought it was going to be borage, but the leaves are wrong.

I was about to suggest borage too, but yeah, doesn't quite seem like it.

Several hours of staring leaf pictures and I think it's a scrophularia grandiflora. If it bloomed I'd know for sure but it's getting ripped out so won't have the chance.

If it was borage it could have stayed in the herb bed. Thanks for suggestions!
