Diseased plant - can anyone help me please

My Bellis Habanera are being disintegrated by something orange that has made its way all up the flower stems. It scrapes off easily but is everywhere. Anyone know what it is? The plant is right next to my thriving Lupin so I'm worrying it's something that will spread and I don't know if I should pull the Bellis up or not?
Thanks!

It appears to be rust (a fungal disease), and a quick Google brings up results for Puccinia distincta, discovered in 1998, so I would pull it out pronto, although it might not be a threat to your Lupin ( rusts usually have particular hosts).
