Fruit Flies or Fungas gnats on houseplants, how do I get rid of them?

Does anyone know how to get rid of fruit flies/fungas gnats (not sure which) that have taken up residence in the compost of my house plants?

I understand that failing to let the soil dry out between watering has probably caused the problem so how do I break the cycle. Does anyone know of either a chemical or natural way of dealing with them?

Remove the very top layer of soil and throw it away,outside somewhere, (in compost?) Take the plant outside and use a water sprayer filled with a watered down fairy liquid solution to spray over the entire plant. That should sort out those pesky pests!
