First birthday party, how to seat the little guests?

Hi, we're celebrating our son's first birthday party in a church hall. there are about 7 children around one year old and 6 of them are about 3-4 year old.
I wanted to do a seating arrangement with name cards for each child. but how do i manage having high chairs and toddler chairs? my worry is that high chairs are usually taller than toddlers chairs. Is it possible to seat 1 year olds in small kids chairs instead of high chairs? also, the theme is hungry caterpillar, so if anyone has any clever ideas, do let me know! thanks

How about getting them all to sit down on picnic blankets?

I would do normal sized chairs for 3-4 yr olds and spaces for adults to sit next to the Babies? Nicer than having to hover behind them!

I'd sit them on the floor - on mats / (cleanable!) rugs - indoor pic Nic always goes down well!
