Basically he is saying:

1. Make it clear now that all EU nationals can stay
   
2. Make it clear now that all EU economic grants will be honoured by British Govt until 2020
   
3. Cut taxes to boost business
   
4. Invest in infrastructure
   

I love Javid. I hope Theresa May does too.
