I am at work and have a question which I think is probably one of those things you are supposed to know so therefore asking anyone would look stupid. Can anyone help?

on an agenda, what is a substantive item?

Aren't the substantive items the actual topics to be discussed, ie anything not in AOB?

I think it's the "real" items, so not including stuff like apologies/agreeing the last set of minutes/AOB/date of next meeting
