Job has been under review for 2 years

So my role, and that of 3 others who do the same has been under review for 2 years now. Various people have been involved and despite promise after promise we were promised a consultation would start this month. It's been delayed again. As a team we manage another group of people and we have a vacancy rate of 4 wte and are told that we are not allowed to recruit due to the review. We're under intense pressure from many other departments to deliver consistently and they take no issue in putting blame at our door for everything. We are scared of calling in sick (we take annual leave if we don't feel well!) and have this constant fear.

Is it reasonable to be under review for this long with no end in sight? We are nhs if that makes any difference. I'd like to take it further as I feel we're held to ransom with our jobs

MRex thank you. I've taken a telling off today for something that is absolutely not my fault and can be proved but I'm so scared to rock the boat I just took it. I feel a fool. I am looking around for other jobs, this is a private enterprise working with the nhs. Never ever again, there's a lot wrong with the nhs but not like this place

I am not clear what you mean by “under review”. Can you explain that in a bit more detail.

There's a review of our job, where it fits in the company structure, what we do, and are we needed. 2 years they've been reviewing
