Applied for VR. Can it be refused but then made compulsory?

Or in worst case scenario can someone be refused VR, and or CR and then managed out via a capability role?
Their current role is not part of the new structure but there is a lesser role on less pay available. Could this person be forced into accepting lesser job so they can then be managed out?
