signing on when you may be awaiting tax rebate or backdated benefits

I believe you can't sign on if you've got more than 16k in savings (?) - but what happens if you're under that but you've paid emergency tax (which would tip you over when you got it back) - or similar were awaiting backdated benefits. thank you
