The Mail had a fuller story (I read it in a tyre shopo waiting room, honest!) Apparently the Widey Court Parents' and Children's Safety Group had only 2 members, Jayde Gerry and partner Timothy Chignell who set it up.

IIRS, they set the splinter group up after they were told they would need to be CRB checked in order to sit in and observe lessons in order to check the standard.

Since when has a PTA been allowed to observe lessons to check the standard? They must be mad. CRB checked or not, no school would allow that.
Still, never a dull moment in the playground, I expect!

I haven't read the link but I wouldn't join the PTA.
I was tempted when DD started school as I was a SAHM but I was worried I wouldn't be welcome as a lone parent on benefits.
Anyway, I'd complained a few times about the parking at school when DD was in the pre-school and did again during P1 a bit more vocally (I said it was disgusting that the parents parked there and wouldn't walk the extra 100 metres if they parked in the car park)
Unbeknown to me at the time I said it in front of the head of the PTA who parks her 4x4 there every day.
Two years on, she still looks at me like I'm shit. Two years on I still judge her as a lazy arse that cares more about herself than she does about parking safely!
