Can Free schools or utc refuse a place if they have a place ?

And if they offer a place can they later remove it?

Both free schools and UTCs have to abide by the admission code. So if there are places available because they are below the published admission number in the year group you want a place, then there are only a very few reasons why they can say no. I would assume that those do not apply in the first instance and go back and tell them that under the admission code they must admit if they have places. Then see what they have to say.
In the situation of removal of places, this can happen if you got the place because either a mistake was made (but only under certain conditions) or you gave them information that was misleading and led to the place being offered incorrectly.
