Removal from register

Can anyone confirm what procedures should be followed if a child is removed from a school register. Are the council advised of this and the reason for it?
A friends child with a statement was removed from the register. His new school place was being arranged but was not available until weeks afterwards - it all seems a bit odd. It happened the day before an Ofsted assessment and he had high absence figures so I wonder if there's any connection. The council say they can't help as it is a school issue but surely they would have had to have been aware of it.

Do you mean his old school stopped him from attending? If so that sounds like an illegal exclusion.

It's a bit complicated. The child was permanently excluded and this was going to be appealed as the reasons for exclusion were related to the child's disability. Before the disciplinary hearing a new statement was hurriedly issued naming a school that had no place available for 6 weeks. The child was removed from the roll before the statement was issued and before the exclusion was withdrawn. The child was then not allowed back in school so the withdrawal of the exclusion was irrelevant really.
A place was offered at a PRU which is the standard placement for permanently excluded children but there was in effect no exclusion because it was withdrawn. In any case the PRU would have not been able to meet the needs of the statement so the child couldn't go there. No other alternatives were offered.

Also, I wouldn't have thought a child could be removed from a school without having anywhere to go to.

Taking him off roll just before OFSTED would make no difference to attendance as they look at the attendance for the past 6 months + so he'd already be counted within that.

Doesn't mean that it isn't dodgy (although it may not be and you'd need more information than you've given here) - only that it wasn't attendance that would have affected the decision.

Sounds like an illegal exclusion to me. Once the exclusion was withdrawn he should have been allowed back in school.

This sounds like one of the most complicated cases I have ever heard of....and for that reason would be suggesting a suitable solicitor to help, even if just to clarify things. Obviously that would be expensive.....I'm presuming the school doesn't expect the parents to take this route........
