School roll query

Have had issues with school in the past incorrectly reporting absences for almost a year (stating that child was receiving an education when he wasn't). When it was queried they said that it was 'a genuine mistake'
Now have another potential issue and could do with some advice please.
Ds (statement of SEN) was permanently excluded but this was later withdrawn as a new school was named on the statement. Ds couldn't begin full time or go on roll at the new school until 6 weeks later (no education was provided in the interim).Does this mean that he would have stayed on the old school roll all that time even though he wasn't there?
