Attainment on Ofsted Report

Apologies if this is obvious to everyone else, I think I have confused myself!!

Just reading the Ofsted report of school X which gives "pupil attainment" a grading of 3 (broadly average). However, the report mentions that the profile of pupils entering the school is "below average".

So does this mean

  1. The "average for this school" pupil entered the school "national below average" and left the school as "national average" i.e. indicating good teaching, support etc in the school

  2. The school provides "average" teaching etc so the "average for this school "pupil entering the school as "national below average" leaves the school as "similarly below national average".

It means 1. They're coming in below average, leaving at average.
What does it give for the Quality of Provision - Teaching & Learning?

hassled - thanks. The school gets "good" for Quality of provision - teaching and learning, so I guess that makes sense.
