if an item doesnt arrive whose responsibility is it to claim back from the post office

Item was sold for £5.50, postage was a couple of quid i think

It's the seller's responsibilty to claim, I'm afraid. A normal parcel, without addition insurance (such as recorded delivery) is covered for £30something if you have the receipt.
