Cancelling a sale once buyer has item - buyer claims it's damaged

yes he can give neg feedback.
the proper way to deal with this is to ask him to return it so that you can check for damage and then you can issue a refund.
he is not entitled to a refund without returning the item.
he can open a item not as described dispute with paypal but they will tell him to return it before he can receive a refund.

buyers are doing this kind of thing all the time now that they know sellers can't give neg feedback. it's wrong. Stick to your guns, stick to the rules and if he gives neg feedback simply reply to it with "offered refund but buyer wanted to keep item"

cupcake also worth noting how much your postage loss will be if he accepts 25% discount.Is it worth it ?
Although see he has also asked for full refund too ?
Have to say i have had to refund this week for damage which i genuinely didn't see when listing. But that was upon return of item. But you loose out on postage cost doing this but usually resolves amicably without neg feedback.

Problem with ebay help is that they just send you a standard one-size-fits-all response.
