Schedule A Start Time

I've always used this but am now wondering if it incurs an additional fee. I've tried looking on different sites but I get conflicting information! So does anyone know if it costs to schedule a start time. E.g. If I list at 2pm but schedule it to start at 7pm?

click 'my ebay' on right and select 'selling' in drop down list. On the 'all selling' page go right to the bottom and you will see promotional offers. It should show that you will get 20 free schedules a month. If you use more than that 20 you will be charged a fee.

You can check your fees by looking at your account, there is (badly organised) detailing of your fees in there.
