Has something changed with paypal accounts, or the way you get notified? Am a bit bemused!

Since i started accepting paypal payments on my stuff, I've always specified that it has to be funded from paypal funds or a bank account, not a credit card, as I dont want upgrade my account and pay charges. On the odd ocassion that people have ignored this, it has said 'accept' or 'refuse ' on the notification email, I've refused , then contacted buyer (all fine with it BTW).
Tonight i got one for the first time that I have to go into my paypal account to refuse or accept (cant do it straight from the email), and it actually specifies an estimated charge for the first time ever, and doesnt mention the crap about needing to upgrade to a premier or business account to accept it.

So, did they pay as I specified, or not? If they did, why the charge? If not, why does it come in a different format now?
