buyer made excuse not to collect won item

Hi
We tried to sell our car and the winning buyer made two excuses and said he could not come.
Aside from opening an unpaid case against him, do we have to pay any fees to ebay for listing the unpaid car?

If you win the unpaid item case your fees get refunded. Just file the NPB now.
