Appointing a surveyor

Is it correct that when a surveyor is appointed to provide a valuation of a property that a chartered surveyor, who is also an estate agent, is precluded from being appointed if they have already provided a re-sale marketing estimate for one party, as this means they are considered biased? Thanks
