Accidental or intentional and set up?? Thought please!!

Morning all,
Just need peoples thoughts/opinions on this please. Its a bit long but please read!
Ok so DD was involved in an RTC a few days ago (hit from behind at speed by another car) Theres a bit of a story behind the whole thing which makes me think its not as "accidental" as people think but ill try keep it short...
DD meets guy, all fine at first but then true colours start to show after 3 or 4 weeks. To put it politely hes a lying, immature, irresponsible d**khead.
Kept pestering DD to be in a relationship with him but she kept saying unless he changed then no. Now cue the ex girlfriend..she approaches DD and warns her off saying hes no good etc and while hes been begging DD to be with him, hes also been seeing his ex.
Rather than the girls fall out over him they decided to "stick together" (his exs idea as she said he would hate it)
DD had no contact with him for a couple of days then on the day of the accident he messages her, begging her again. She tells him politely to do one. Ex girlfriend rings DD saying hes also been messaging her and wanted to speak to DD face to face so she came to pick her up which I wasnt happy about and we argued because id just got a gut feeling something wasnt right. But shes 17 so might aswell talk to the wall.
They were parked on our street for a while. Ex girlfriend said she needed a pee so DD said come to mine, use toilet there. She said no, we will go to the bowling alley. So they did. DD asked to be taken home but ex refused, went and parked in a layby instead. While there, this guys drove past at least 5 times with my DDs "friends" in the car.
DDs "friend" kept messaging her asking questions.
DD asked to be taken home again but ex said she needed another pee so back to bowling alley they went again. Said she would take DD home when they came out but then said lets go to get food and so drove to McDs.
Got to McDs, and who should follow them? Yep you've guessed it - this guy.
Pulled in McDs and ex said she hadnt even got any money (weird) so she would take DD home. And this guy has followed them out soon after.
Both girls knew he was following them.
From what DD can remember, last time she looked, hes also been in the left hand lane but a few cars behind. Next thing you know bang! Been hit from the drivers side back quarter panel, sent car spinning, took 2 traffic lights out. Cars a write off.
DD had to climb out of window. All emergency services attended.
All DDs friends are siding with him saying it was an accident. Witness said he was weaving lanes, driving like an idiot. Gone from left lane to right lane, (its like a dual carriage way)looked like he was turning right onto another road but suddenly gone into left lane and smashed into them.
NOW HERES THE WEIRD PART...
One of DDs friends who was in car with this guy has become good friends with the driver of the car (the ex gf) my DD was in and has blocked DD from her life.
The ex gf was laughing and joking at the scene saying it was an "accident"
The ex and this guy are now back together.
Im not saying hes smashed into them deliberately BUT 2 exes in a car together, him following them all night. Maybe just wanted to keep following but it wrong, badly wrong. All a bit suss to me and sounds like a set up.
Any thoughts??

Hope your DD is okay?

I'd leave it to the insurance to sort out, but yes I'd be suspicious.
