Try a university/ college that has students learning English. They get to practice their language - probably could cope with skype/ msn to make communication cheap. Only concern is if they're old enough to have decent memories - you may have to set them an asignment to talk to their families and relay the stories.

Try googling universities. Could try your local college and see if they're twinned or your local council to see if they're twinned with a town and have contacts.

See if you can put ads up in local cafes/bars/employment agencies/post offices/shops/free ads, there may be people who have come over to England to work who have older relatives in former Yugoslavia.

Do they need to be in Ireland? Or are you happy to do it online?

You could post on Craigslist? Or gumtree?

I'd use Craigslist then - try a few areas. Free to advertise on there. It's mostly in the US.
