Publishing a book for under 5s?

I have written a book for under 5s. I did a writing for children course online over 2 years and my tutor really liked it and suggested I look into getting it published.

The thing is, it's pretty basic and has no pictures... Would publishers think it silly if I sent in something so short? (My tutor said that publishers often like to choose their own illustrators) but it's just so short I am not sure how to do it

Just send it, what have you got to lose?

It's completely normal to send in a text without pictures. Just format it like any other manuscript. My first picture book is only around 100 words!

This book is handy. Many things in it including a list of publishers and agents and the sort of things they're looking for.

A lot of them want you to send 3 books at a time though.

And the first picture book I wrote had no words at all! Just a lot of descriptions of the story and what the illustrations would be.
