"High value" people are apparently immune...

Just when you think the Government couldn't be handling this worse, they come out with the bonkers idea that "high value" travellers don't have to isolate on arrival in the UK.

Can anyone explain the thinking behind this (apart from.the obvious)?

i think you have to read the whole of the recommendation not just the headline.
lots of criteria to be met not bank account related.
