Agree. It sounds horrendous but I don’t blame the government for planning ahead should the current measures not work.
I’d hope it would be for specific small areas and/or time limited. Tier 3 is bad but probably bearable (just).

Will Tier 4 be basically what everyone in England lived under on about 1 April?
I guess Tier5 will be Spanish rules on 1 April 2020.
Tier 6 will be Wuhan conditions on 1 March.

Liverpool are apparently considering their own tier 4. Scotland has 5 tiers now.

Matt Hancock on R4 this morning said that nothing was ruled out.

its because people are NOT following the rules and the rules are not enforced . I am Tier 3, we have been in some kind of lockdown most of this year and the cases are rising not falling. The rules seem to mean nothing to people up here. We need a strong clampdown and proper lockdown.

I’m in GM. I don’t disagree but what makes you think people will begin to listen if there’s an even stricter lockdown? It won’t make any difference to the (non) enforcement.

Well obviously there needs to be a higher tier than tier 3, given you can still go out for a meal and travel if you're tier 3.

It's because people are not following the rules. And people are actively & socially discouraged from reporting, in RL & online, i.e. "it's none of your business", you don't know their circumstances", & "snitches get stitches" type of responses on at least half a dozen threads every day on here.

FWIW, I know someone who lives in a tier 3 area. Not following the rules at all & doesn't care. Works with people with severe physical & mental disabilities in a residential facility. But they got quite stressed when they thought I'd mentioned them in passing to a council worker (when I rang the council about an issue I was having) - so they know damned well they're breaking restrictions. I despair of people sometimes.

We're in Tier two and from what I'm seeing on my FB and on MN very few people are adhering.

Manchester has been in Tier 2 for months and things are still getting worse.

It doesn't matter what the restrictions are if no one's complying.

People have got total lockdown fatigue, of course they have. What else did anyone expect? You can't keep making people's lives a misery indefinitely.

My brother lives in Romania & their lockdown meant they had armed soldiers on the streets and you required a dated permit to leave your house. So when he needed to go food shopping he had to get a dated permit stating the date and his reason for leaving his house.

Govt have made threats of tougher restrictions and army on the streets but its like when you threaten your kid that you'll take their xbox away and then never follow through. They don't listen. People don't listen to empty threats.

I'm not saying we need armed patrols but empty threats don't work either.
But, the way that people have behaved over simple, basic things I don't even think they listen to anyone or anything. Too pig headed. So proud. 🙄

That's only for education though - which has tiers 1-4 entirely separately from the national tiers! Madness...

There are so many people who are looking at severe financial hardship or mental breakdown due to repeated isolation through the winter.

With schools fully open and all the increased contacts that are occurring because of that, there is no way to bring the community infection rates down.

How is another extended national lockdown going to be paid for? Serious question. If we lockdown again we're looking at economic ruin on a scale that no-one will have ever seen before that won't leave anyone untouched.

They came up with that guidance in the summer but have not adhered to what they said then as to tier 1 2 and 3. So it seems they have ditched that entire framework for whatever reason.

In theory they are supposed to be looking at Tiers every 28 days so I'm guessing that the first deadline is in a couple of weeks and that's when we might see Tier 3+ and Tier 4 introduced

This is what makes me think we just need to get back to normal. It's going to be awful but it's going to happen whether its now or in 3 years' time. At least now, we have half a chance of an economy strong enough to deal with it.

I wish they either actually enforced what we already have - ie instant fines for people having parties or gatherings or drunk in groups in the street rather than just advising them ( which they knew anyway just chose to ignore) or just gave it all up and let us make our own choices. Having another tier if its not enforced is totally pointless.
