GCSE and A level grades this year, are they being downgraded?

petition I just saw this petition shared online that implies grades may be lowered. I haven't heard anything elsewhere though. Is there any truth to this or is it some kind of a scam? Anyone know about it?

Grades are moderated every year. Regarding A Levels, a lot of kids have been given unconditional offers to uni anyway.
