No later than July 4th, only if it is safe to do so, leisure facilities etc to open

Do people think this means all businesses?
What does 'no later' mean, if it has to be safe? It would be good to think this is a plan for some sort of normality to return.

I think he meant to say ‘no earlier than’ as that’s what he said for the other stages and last night. Think he just made a cock up 😂

I'm genuinely not trying to push the boundaries, but if I go and see my parents does one of them have to stay at home, and they can swap? Even though they live together.

No I’m pretty sure it’s one-on-one. Otherwise a family of 5 could meet a family of 4 and the gathering just becomes unwieldy. But yes it basically means that young children can’t mix with other people.
