DD budding - very sore and painful

DD is just going into puberty and is budding. She is complaining of having sore nipples, which is common when growing but I seem to remember it was only sore inside / under the skin. Anyway, she now has a temperature has just shown me her chest. Her nipples look very red, sore and swollen and she has a minor rash / pink splodges (like heat marks) on her chest as well.

Is it normal for it to be sore on the outside as well?

not for me or my DD it wasn't. That sounds not great, and worth a visit to the GP, (if she can bear the idea). Or try local pharmacy as pharmacists are very good at spotting things that need GP attention or eg soothing ointments.
Poor girl.

Have just tried to ring GP - no appointments available for the rest of the day and (guess what?!) we're off on holiday at the early tomorrow morning.

I agree to see the GP. Try and get an emergency appointment. Surely you won’t be going away anyway if she has a temp ?
Some soreness is normal but the inflammation and rash could be unconnected with breasts starting to grow.

Try ring your local walk in centre?

I would get that checked ASAP to rule anything concerning out.
