7 month old is teething so I know they can get cranky etc but has temp of 37.8 which came down to 37.6 after a few sips of water, mucus in stools, very sleepy, cranky, cold hands, flushed cheeks, feels clammy runny nose I am going to check temp in another 10 mins if still up five and generally not themselves. Is this normal or should I take to GP/out of hours.

How long had your child been like this? if it's less than a day, I'd certainly leave it to see if a good night's sleep helps. My experience (DD gets v sick without any temperature, DS can be 40.5 with a mild cold) is that unless temp is over 38.5 and generally well in themselves, and not mote rattan 2/3 days, treating at home is usually best.
