Conjunctivitis for a month?

DS1 has had pink eyes (one spread to the other), no discharge, for a month. He's on his second lot of antibiotics. The first stuff, given abroad was apparently incredibly strong after he had steadily worsening eyes for a week. After we got back the GP here said that medicine would dampen down ANY kind of inflammation and was never given to children and he was sent to the eye clinic for a checkup but by that time was virtually fine. But within days of finishing the first antibiotic it was back with a vengeance in both eyes again, both very pink all round. GP said it does recurr...but 3 days later the eyes are worse even on the antibiotics. Is this normal and does CJ last this long?

Could he be allergic to something rather than infected?
