Mine LOVES the Spot books, especially the ones where there are flaps for her to flip.

Stick Man. Its great, but a bit of a sobfest for me Grin dd loves all the pictures and the rhymes.

Ditto to Stick Man. DD1 also likes The Snail and the Whale. I think because it flows so beautifully and there is so many things to point at. The illustration is fantastic.

The Bad Tempered Lady-Bird
Hairy MacLeary books - and SLinky Malinki (the black cat rival)
These last two are very sing-songy and I often found myself wanting to sing them to my then 1 yr old. Blush

My DD (13months) loves anything touchy feely or that makes noise! Current favs are the touchy feely version of Dear Zoo, any of the 'That's not my...' books, and a 'Tchoupi' book she got from her cousins in France (there is button to press on each page that makes a noise). Another massive favourite is a fabric, lift- the -flap alphabet book from a company called 'Fun to Learn'.

Agree with a lot of the above, also want to add Max and Millie series. There's a food one, bedtime, going to school, getting dressed and new baby. Quite short but my dd really got them and copies what max and Millie get up to.
