My little boy is 6months and is getting to big for his car seat, do I move on to a bigger one it wait till her is 9months

how much does he weigh? what car seat do you have? have you taken the extra underseat padding out (if your cat seat has it).

What exactly do you mean by too big? Above the weight limit or legs sticking out over the end? I am not sure what current weight limits are but legs sticking out you can safely ignore. In terms of the head being above the edge of the seat, the seat protects the child ubtil the eyes are level with the edge of the seat.
It is quite rare for a child to outgrow a seat before 18 months.
A forward facing seat is never as safe as rearward facing.

For most infant seat it's outgrown in length when the top of the head is level with the top of the seat. The eyes level with top of seat is for toddler seats not infant carriers.

Is there any infant supports in the seat that can be removed to make more space. Some seats have extra padding/ wedges for very small babies.

I can almost guarantee that at 6 months, he isn't. I would wait for as long as possible to move him up. And also continue rear facing once he has a bigger seat,so much safer.

Not sure how much he weights but his legs are sticking out and his head is at the top, it's an infant seat a silver cross one. He can sit up on his own and hold his weight

What do you mean by eyes level with the seat, do you mean the infant car seat or the actual car seat like the head rest

that depends on what you are planning to move him up to. I moved DD out of her baby seat when she was 6 months old, as we never carried it around any more anyway. But she went to Cyber Sirona, which is suitable from birth.

Have you taken out the baby wedge in the base of the seat? If not then remove it and you will get a huge amount more space. Also legs over the edge are not an issue.

Yea there isn't much padding in there if I take anymore out he will be on the plastic

If you have removed the wedge under his bottom (there will only be the cover and carseat itself under it) and he has less than an inch above his head then yes he needs a bigger seat which would make him a very big baby as these seats do most babies until about a year and about 29lbs.

If he is too big for it, please don't move him to a forward facing seat - get him another rear facing one - it is so much safer and he is still so young, even if he's a very big baby his bones are still that of a young baby and very fragile.
Have you still got the manual hanging around - that should tell you when he's grown out of it. It may be when his head reaches the top so if there's still an inch there you have a little time to buy a new one. (with some seats it is when the eyes reach the top but I think for baby ones it is usually top of the head). Also pull him down after buckling him in, so his nappy is right at the crotch strap.
Don't worry about where his legs are at that doesn't matter at all.

We have the silver cross simplicity car seat. The max weight is 29lb, my 8 month old is 26lb now. Won't move him till we have to but I'm definitely getting another rear facing car seat.
