My daughter is being bullied where to turn??

Hi I'm a mother of two wonderful girls my eldest daughter has been bullied verbally and physically for the past 2 years.... Alicia is 12 years old and has learning difficulties and mental health issues (selfharms) she also has Von Willie brands disease (blood disorder) bruises n bleeds alot more than the average person she is being slapped kicked paint poured over her shoes broken phone stolen!! All by one lad in her class dispite numerous complaints to school and to police nothing is being done all the while my child is going to end up another statistic because people are excusing his behaviour due to the fact he has a really bad home life and medical conditions mainly a brain tumor he will not be prosecuted or even attempt to be because of this fact? So where do I go what do I do ?? I may add I pulled her out yesterday from school due to her finally snapping and she retaliated and kicked him back and she gets punished now I must stress I don't agree with her doing it back 2 wrongs don't make a right but 2years she has cried every day been hurt numerous times and not seen much in a way of anyone making it stop for her I'm watching my daughter break apart in front of me and I'm powerless to stop it.....today I found out another child was removed by her parents due to same situation and nothing being done we are very angry and appalled at the school and as for the police system..what do they think they are creating by allowing his behaviour at this age already making sexual remarks ect #creating a monster #feeling helpless

Ask for an action plan on how they are going to deal with this. Involve the education board. Asknfor measures to be put in place to minimise the time that they have contact. Would you consider moving school?
