Primary School Bullying

Why is it that the schools are unable to resolve bullying at primary school level. I have a 7 year old, who was marked by the school in North Devon as missing his targets, and needing an assessment, but they refused to look into the bullying which was making him so miserable. We cannot move schools. So over the summer we rebuilt his confidence and he started to shine, we thought that the little so and so who was bullying him, had outgrown this. But now his started again. The comments from my older child is that the "Oh the teachers just ignore him when he calls him name". Devon County Council are useless on the issue and the EWO, just simply supports the schools view. Does anyone have any ideas, tracing the issues and reports to the school now goes back over 2 years, its all documented..........help please, he is only 7.

What does his teacher and the head say? Is there a board of govenors? What does the bullying consist of? Have you had a written response from the school and LEA?

I have two primary school aged children and any bullying is not acceptable, the head sorts it out with the child and parents ASAP and they do lots of anti bullying stuff in school.
