Can I ask a question about birthdays?

A card would be nice. Don't worry about upsetting them - they will already be upset.

I was very touched by people who sent cards or flowers on ds1's birthday this year - it meant he hadn't been forgotten.

It would be lovely. Everyone is there at the start and it is later on that you really appeeciate contact.

I think that sounds very thoughtful. I suspect some people might avoid them at this point in their lives because they don't know what to say. Acknowledging their daughters life and what would have been a momentous day is acknowledging who she was and what tgey have lost. It shows she isn't forgotten by you.
