How to deal with dd and hitting?

dd is alost 4 but has a developmental age of 18-2

Recently shehas started hitting out when she is tired/frustrated.

She has very little speech

I have tried

Saying firmly and simply
"dd No HITTING BAD",with appropriate signing
Holding her hands and reinforcing no
Ignoring the behaviour and giving no eye contact.

Still no joy.Tonight she walloped ds in the eye with a wooden train.

She just laughs, though I am sure she has some inkling that it is bad.

The latest we have done is to do "Pretend" crying if she does this,as this makes her lip wobble and she cries too, in the attempt to makeher understand it is hurting people (This sounds awful but it is the only thing that makes her cease) and getting her to cuddle her brother if she sees him "CRY"

i am at my wits end..any ideas gratefully received.Thanks.

"Hitting is Hurting"

was a good phrase that worked for us. Kinda sums it up, even for an 18 month to 2 year old understanding mind.

Can you sign how SAD it makes you and others rather than 'hitting BAD'
