Can you bear to persist with the ignoring/timeout? With the arrival of the new baby and all?

There is no quick fix ime

Not sure if it's strictly HTT but we tend to remove DS1 if he hits - idea being that if he can't be nice he doesn't get the social contact.

But then hitting is pretty distressing to the victim... not sure there is an easy answer to this one tbh

I try not to nag/punish DS1 too much, but I think one unacceptable behaviour you crack down on is fair enough.
