Punishment for DS2 - he has ripped DS1's shirt?

Kids playing in garden - chasing each other. DS2 (6) tries to catch DS1 by hanging onto the bottom of his shirt.
He is ALWAYS doing this. It makes me VERY angry and I have told him numerous times not to.
I shouted to him to stop.

10 minutes later DS2 comes in house and goes to his room.

DS1 comes in, and i notice that his school polo shirt is ripped about 8 inches right across the bottom.

I am livid, because:
a) I am ALWAYS telling DS2 not to do this - for this reason
b) he hid, rather than coming to tell me.

I have told him that he will have to pay for a new one (about £5 from the school shop).

DH thinks I'm being too harsh.

DS2 obviously knew he did something wrong - I would go and talk to him about this, apologise if you shouted and explain this is why there is a rule about grabbing t-shirts etc - then explain that he will have to pay towards a new shirt by doing jobs around the hous
