7 month old barely touched formula for weeks! What do I do?

Posting here and on Parenting board also as not sure which is best.
Basically DS2 started weaning at 6 months, he's now approaching 8 months and the last 5-6 week's he just isn't drinking formula hardly at all.
He had a bad chest which is what I put it down to at first but that all cleared up and he is still the same. He used to drink 4 x 7oz bottles a day.
Now I still offer his feeds at the exact same times (7.30am / 11.30am / 3.30pm / 7pm). He takes a maximum of 2oz per feed, but usually 1oz. He will start off fine then just pull away. He's not drank more than 6oz in a day for weeks.
He's on the no.3 fast flow teats.
I've even changed his formula the last week to Hipp Organic from Aptamil but it's made no difference.
He doesn't eat loads- he has cereal or crumpet or toast for breakfast, some pasta shapes and cheese and vegetables for lunch then of an evening he will eat what we eat, finger food if possible or we spoon feed him him. Has a bit of fruit and yoghurt.
He only has food at those 3 times. No snacks between and he will only eat a bit, he knows when he's done.
I've tried cutting out a meal but he still didn't drink any more formula later on and then I just worried he would be hungry.
Does anyone have any words of wisdom as to what's changed?
I got him weighed last week and he's still following the 50th line so they said not to worry but I feel that he's not getting everything needs anymore :(
He won't entertain water either. I don't know what to do!
