Global development delay

Hi, this is all new to me, but was wondering if there is anyone out there, who van give me some advice please?
My 14 year old daughter, has just been diagnosed with global development delay.
She is now on her 3rd high school, due to teachers blaming everything on her disruptive behaviour, losing her temper, anger ,lack of concentration etc....the list goes on!!!
She has self harmed, gone missing.
She has an support worker to help her deal with emotions and has been seen by mental health!! They all say she's fine, even the doctor told me " don't worry about the self harming, she will grow out of it".
I feel like I'm going round in circles, so any advice at all will be greatly appreciated.
